Because of differences in view points between the World Food Programme (WFP) and the UN High Commision for Refugees in Liberia, there have been discrepancies over whose job it is to provide food for these refugees. While there is food in Butuo where the refugees are, as of January 6, 2005, the refugees had still not received rations. RI was present when local representatives from WFP promised the population that food for the most vulnerable such as children and nursing mothers was to be distributed on December 17. However, no food was distributed. Refugees reported to us that women had crossed the river in canoes to seek out food in Côte d'Ivoire to feed their children. Some had drowned attempting to return.
