What’s Happening? 

While Libya’s decade-long civil war has largely subsided, sporadic clashes and deep political instability have persisted amid displacement and humanitarian need. Libya is also a point of departure for people seeking refuge in Europe, with many attempting the dangerous journey across the Mediterranean. Thousands of people die or go missing at sea annually, while many more are returned to Libya where they routinely endure a range of human rights abuses—including arbitrary detention and violence. 

What Must Be Done?  

Libyan and EU authorities must protect the rights of all people on the move, investigate allegations of abuse, and hold perpetrators accountable.
